In the weeks after a major storm crosses Northeast Florida, waterfront owners discover something that surprises them more than the damage did: having the money and the willingness to repair your dock does not get it repaired. Phase one: the first week — safety and documentation

Nothing structural happens this week, and it should not. The tasks are staying safe, documenting thoroughly, and getting into queues early.

Stay off any dock whose geometry has changed. Surge scours away the bottom material holding pilings without leaving a mark on the deck, so a structure that looks intact can be sitting on badly compromised supports. Stabilization is not repair. It is the limited work that makes a structure safe and stops further loss: bracing a leaning piling, removing a section hanging by its fasteners, securing loose decking, clearing debris that is grinding against the structure with every tide, and disconnecting damaged electrical.

It matters more than owners expect, because storm damage keeps progressing. A section left hanging works on its neighbors with every wave. Debris pinned against a piling abrades it continuously. A dock that could have been repaired in October becomes a rebuild by January because nothing was stabilized in between.

Stabilization is generally fast, relatively inexpensive at roughly $500-$3,000, usually proceeds without the permitting permanent work requires, and is frequently reimbursable under policies that cover mitigation. Keep every receipt.

The assessment

A proper post-storm assessment includes underwater evaluation, because the most consequential damage — scour and piling embedment loss — is below the waterline. An above-water-only assessment after a storm is close to useless, and a contractor who proposes one has not understood what surge does.

This is the phase owners find hardest, because it is pure waiting, and the reason is capacity that cannot expand quickly. Marine construction needs barges, pile drivers, and crews trained to work over water. A regional storm creates years of demand in a day, and that equipment and expertise cannot be conjured.

Realistic expectations after a significant regional event: emergency stabilization within days to two weeks; assessment within one to four weeks; minor repairs within one to three months; and major structural work or rebuilds within four to twelve months. After a severe, widespread event, the far end of those ranges extends further.

Material supply compounds it. Marine-grade treated pilings, structural hardware, and lift components all see demand spikes, and regional back-orders after major storms have run months. A contractor giving you a start date contingent on material availability is being honest rather than evasive.

How to move up the queue legitimately

  • Get on lists early, before your claim settles. Assessment and scheduling can proceed in parallel with insurance.
  • Have documentation, permits, and financing ready so you are not the job that stalls when your slot arrives.
  • Be flexible on timing. Owners who can accept a slot on short notice get worked in around delays.
  • Consider phasing — stabilize now, repair the structural essentials, defer cosmetic work to the quiet season.
  • Stay with contractors already working your area. Mobilization costs make a crew far more willing to add a nearby job.

Repair or rebuild after a storm
