Material selection tracks height and load: segmental block systems for most residential grade changes, poured and reinforced concrete where heights and surcharges climb, and marine-grade timber where aesthetics or budget call for it — with the caveat that timber's lifespan near brackish water is the shortest of the three. Walls that tie into a shoreline system, terracing down to a bulkhead or seawall, need the two structures engineered together so drainage from the upper wall doesn't load the lower one.
Height thresholds trigger engineering and permitting requirements that vary by county — taller walls generally require sealed engineering, and anything interacting with the shoreline may pull in the same review as other marine structures. Budget typically runs $50–$200+ per linear foot depending on height, materials, and access, with drainage provisions being the line item that should never be the one trimmed.
